A pile of icy, packed snow certainly fits the following
description:
The WI statute 346.94(5) reads as follows: No person shall place or cause to be placed upon a highway [roadway] any foreign substance which is or may be injurious to any vehicle or part thereof. The penalty [WI 346.95(3)] for this violation is a fine of $50.00 for each offense.
